My Career

A senior partner of a top 50 Law UK Firm, Jonathan is a graduate of the University of Cape Town, South Africa, the College of Law, London, and Oxford University.

In his professional life, Jonathan heads the Social Housing department at Birketts LLP. He specialises in the delivery and management of affordable housing across England and has also appeared in the Court of Appeal and Supreme Court on behalf of his public landlord clients.

He is an acknowledged leader in his field and is recognised for his expertise by his peers and the leading legal directories.

Jonathan is a Partner and Head of Birketts LLPs highly regarded Social Housing Team.

Jonathan is a top ranked legal expert in the field of housing and asset management law and is well known for advising social housing providers on housing provision best practice, policy, and procedure, including the consumer standards set by the social housing regulator which housing providers must meet.

Jonathan has considerable legal experience in landlord and tenant and asset management dispute resolution, advising on Building and Fire Safety legislation and regulations, handling asset management and service charge disputes in the First Tier Tribunal, and advising on urban regenerations schemes for public sector landlord clients, including Housing Associations and Local Authorities.

Jonathan is recognised and ranked for his expertise by the Legal Directories where clients have commended him for the “excellent service” he provides. He most recently ranked in Chambers [UK 2023].

Jonathan has represented social housing clients in the Supreme Court and notable cases include: Southend on Sea Borough Council v Armour (2014) EWCA CIV 231 and Aster v Akerman Livingston (2015) UKSC 15, the latter being a leading authority on the applicability of the Equality Act 2010 to possession proceedings.

My Conservative Party Journey

Jonathan Hulley joined the Conservative Party in 2018 to help build a country which promotes equality of opportunity for everyone despite their background.

Jonathan is a Surrey County Councillor, representing the communities of Foxhills, Thorpe and Virginia Water. He serves as the Chair of the Communities, Environment and Highways Select Committee. He is also a Borough Councillor representing Virginia Water on Runnymede Borough Council, where he serves as Vice Chair of the Housing Committee.

Jonathan is a passionate advocate of the importance of community. He believes that it is through the giving of our time in support of our local schools, sports clubs, community groups and local projects like Neighbourhood Forums, that deliver Neighbourhood Plans, that we can each make a difference and improve society at large.

My Campaigns

Demonstrating his worth as a self-starter and value to his community, Jonathan helped to establish the Virginia Water Neighbourhood Forum in 2019. This Forum is now working on a Neighbourhood Plan, a legal document which will give residents a say in future planning matters.

As a senior member of the Runnymede and Weybridge Conservative team, Jonathan helped to plan and deliver a Conservative majority on Runnymede Borough Council in 2022 and win a target seat on Elmbridge Borough Council.

As a Surrey County Councillor, Jonathan has delivered several new road network improvements in his County Division. Jonathan is a Conservative public representative who has a track record of delivering for his residents.
